STUDIES RESULTING IN  BREAKING FEDERAL APPROVAL DEADLOCK

FOR A CRITICAL PHILADELPHIA TRANSPORTATION

AND URBAN RENEWAL PROJECT.                                        Philadelphia, PA

Initiated and researched by Gary Turpening as Internal Project Architect with the Philadelphia Redevelopment Authority.  These were used as the basis of detailed studies by national consultants.

1. TAX IMPLICATIONS OF MARKET STREET EAST:  Economic alternatives to connecting the Reading and Penn Central rail lines under downtown streets.  This is the first time that  an Urban Renewal Project was justified on  cost benefit to the tax-payers.     Graphic Philadelphia Redevelopment Authority

2.  IMPLICATIONS OF RAILROAD IMPROVEMENTS TO PHILADELPHIA:  This study of modern mass transit included successful systems such as the fast Lindenwald Line (From Philadelphia to New Jersey suburbs.)   The study proved that the Penn Central line was at capacity and the Reading Line was over capacity, limiting their ability to maintain the systems.  The only alternative to joining them for straight through trains was a new expressway along the Scuykill  River which would cost many times more that the railroad improvement.

THE RESULT  IS THE WONDERFUL MARKET  STREET EAST MALL AND RAPID TRANSIT STATION, THE READING MARKET FESTIVAL HALL, AND OVER TEN TIMES THE NEW DEVELOPMENT THAT WAS FORECASTED IN THE STUDY.    IN ADDITION TO THAT PHILADELPHIANS CAN RIDE DIRECTLY FROM THE NORTH SUBURBS TO THE WEST AND SOUTH SUBURBS.
